Uganda is highly vulnerable to climate change impacts as it is susceptible to cycles of flood and drought. Given the impact this poses on its key sectors like agriculture, it has developed a robust climate change policy and legal framework. This paper discusses the incremental development and evolution of climate change policy and legal framework in Uganda that has culminated in the Climate Change Bill.
