Regulatory Aspects of the Urban Heat Transition: The Dutch Heat Act
The natural gas phase-out in the Netherlands necessitates an urban heat transition since around 90% of all Dutch households consume natural gas. Their heating demand will therefore have to be met by alternative heat sources. To this end, the Dutch legislator has published a draft Heat Act, to enable and accelerate the urban heat transition. Previous studies have identified key success factors for the realisation of urban heat transitions. In this article, we analyse the draft Act on the basis of these factors and provide policy recommendations.
