Development and implementation of carbon markets requires cooperation, however, and further consideration of how these various markets can facilitate the transition to a global low-carbon economy. The post-2012 climate framework, which the international community is committed to agree upon by the end of next year in Copenhagen, will define the international political framework for the evolution of a global carbon market for at least the next decade.
