A market based measure (MBM) capping the growth of carbon pollution from international aviation is an important tool for achieving the goals of the 2015 Paris Agreement. Because international aviation is not governed by any single entity, successful implementation of this measure will require distributed, overlapping compliance tools. States can require domestic and foreign carriers serving their markets to demonstrate MBM compliance as a condition of maintaining or receiving permission to operate in their territory. States can create similar requirements for those registering aircraft with their civil aviation agencies. Aircraft leasing and financing companies, and international trade associations, can play a role by conditioning access to their services on demonstration of MBM compliance. Such tools are consistent with multilateral and bilateral treaties governing international aviation.
